The European Union is launching a new customs pre-arrival security and safety program, supported by a comprehensive advance cargo information system called Import Control System 2 (ICS2).
ICS2 is an innovative IT system designed to gather information about all goods entering the EU before their arrival. Economic Operators will need to submit safety and security data to ICS2 via the Entry Summary Declaration (ENS). This system aims to enhance the protection of Europe’s single market and its citizens by implementing new customs safety and security measures, while also facilitating the free flow of trade through improved, data-driven customs security processes tailored to global business models.
What are the new submission requirements?
For each shipment, the following mandatory information must be provided:
- A complete and accurate commercial cargo description
- The HS 6-digit commodity code
- Additional details of parties involved (e.g., seller, buyer, consignee, consignor)
- The EORI number, when assigned to any of these parties
