Australian Season
1ST SEPTEMBER 2021 - 30th APRIL 2022
The Department of Agriculture, Water and the Environment (DAWE) has confirmed the 2021-22 BMSB seasonal measures will apply to targeted goods manufactured and shipped from target risk countries, that have been shipped between 1 September 2021 and 30 April 2022 (inclusive), and to vessels that berth, load, or tranship from target risk countries within the same period.
The shipped-on board date, as indicated on the Ocean Bill of lading is the date used to determine when goods have been shipped.

Emerging BMSB risk countries (Possible onshore intervention)
Shipments from countries identified as emerging BMSB risk may be selected for random onshore inspection. These countries include Belarus, Malta, Sweden, United Kingdom & Chile.
Target High Risk Goods (Mandatory Treatment)
Goods that fall within the ‘Target High Risk’ good tariff classification will require mandatory treatment.
Please note, target high risk goods shipped as break bulk, open top (including in gauge) or on a flat rack, are considered break bulk and require mandatory offshore treatment. FCL containers that have been modified, such as those used to house in-built power generators, are also considered break bulk and must be treated offshore.
Untreated break bulk cargo and FCL containers that have been modified, will be directed for export to be treated offshore.
IMPORTANT – Offshore treatment must be carried out by a DAWE Approved Treatment Provider.
Target Risk goods (Possible onshore intervention)
Goods that fall within the ‘Target Risk’ goods tariff classifications will not require mandatory treatment. Target risk goods will however, be subject to increased onshore intervention through random inspection.
Air Cargo
Due to detections of live BMSB during the previous season, air cargo arriving between 1st September 2021 and 30 November 2021 (inclusive) from USA and Italy, containing target high risk goods classified to chapters 84, 85, 86 and 87 will be subject to random verification inspections.
For those consignments being treated onshore in Australia it is important to note that due to the current space and equipment challenges, Carriers are reluctant to offer any additional free time (detention/demurrage) to assist in facilitating BMSB treatment. Although we will do everything possible to avoid additional charges on your behalf there is a possibility that additional costs may be incurred.

DAWE continuously review the measures throughout the season and may make necessary adjustments based on detections of BMSB and changes in the risk pathways. Aurora will keep you updated should any changes occur.
